"Worst service experience"

I travel for work every week and I had the worst service ever in this hotel. My flight was delayed and I arrived late, to my surprise that the hotel was closed after 23.00 and no one of the emergency phones were working. My only way in was through a college who was sleeping at the hotel (and had to share the room with). Hotel claimed to have sent a code to my email that I should have received to go in (which I never did). I guess I paid for a scape room instead of for a hotel (they charged me). But the worst part is that you have no access to anyone after hours, no phones, no one available, lights shut down. This hotel is a big risk, as, if you are out of the hotel after 23.00 you can't go back again, as codes not working neither emergency phones. On top, no personnel. I experienced that when my colleague opened for me and we had to help another guest who went out and was locked outside. My question to the hotel is, what happens in case of emergency or problems? What if a guest is locked outside, should call the police? Poor service, dangerous emergency policies, unfriendly attention at breakfast, parking closed, really bad amenities, noisy, no air conditioning,.... List is endless.
